On this graph, the behaviour of cloudiness seems not to be related to latitude. Its percentage is spread almost equally around the latitudes. The figure also shows us another detail, cloudiness is concentrated on the northern hemisphere, but probably this happens due to the most number of cities of the dataset analyzed are located on that global area.
